Qualitative Review and Analysis of Funding for Selected Sámi Cultural Institutions, 2019–2023

The International Sámi Film Institute (ISFI), together with several partners, has examined how selected Sámi cultural institutions are funded. The report seeks to build a clearer picture of how the current funding system works and whether it reflects the institutions’ responsibilities. The report is carried out in close collaboration with the Sámi Parliament and the network of Sámi cultural institutions.

The findings show that Sámi arts and cultural institutions are essential to the development of Sámi language, art and knowledge. Their work spans artistic development, language initiatives, cultural heritage and community building. Yet many carry out these broad responsibilities with limited resources and a heavy reliance on short-term project grants.

The report identifies three recurring challenges: funding is often fragmented and unpredictable; grant schemes do not adequately account for the costs of language work and multilingualism; and many institutions serve communities across large geographical areas and national borders.

The analysis is intended to identify trends, rather than draw definitive conclusions. Drawing on the institutions’ experiences, it provides a basis for future policy and strategic planning. Its central recommendation is to strengthen core funding and reduce dependence on short-term project grants.
